I had kind of a discussion about this I think something like a year ago.
I said I would like to use the ILCA-logo on my brochure, being a member.
That is not allowed, though, and I said I felt it should be possible in 
order to spread the image.
I think it is quite normal for professionals to be allowed to use the logo 
of their professional organisation if they are a member of it.
It helps the public to identify with something (although being an 
ILCA-member is not a quality guarantee in itself ;-)).
Then again... not everyone is an ILCA-member and an IBCLC-logo is useful.
Come to think of it... is it not the IBLCE-logo that we can use? I have the 
IBCLC-pin, bought it after my certification.
I wear it together with my volunteer-pin! :-)
