In the state of TX, the Board of Nurse Examiners has oversite over
licensure, the Nurse Practice Act, and the Advanced Practice Nurse Scope of
Practice. BNE approves programs for nursing schools, and approves continuing
education offerings. BNE is responsible for disciplinary actions.

The TX Nurses Associatiion lobbies to promote legislation favorable to
nurses, guides nurses in workplace advocacy issues, and makes available
continuing education programs.  They also help nurses by providing job
postings and sponsor job fairs.

In Texas, the licensing body determines the scope and standards of practice.
The Nurse Practice Act puts it into legislation.  The professional
association is the advocate for the professional.  The TNA offers an
annotated Nurse Practice Act as a curtesy  to nurses, but is not responsible
for writing it.

I noticed in my current nursing journal that American Nurses Association
have printed a Standards and Scope of Practice for RNs.  PNPs have a
Standard and Scope similar to ANA.  Another thought is that  scope seem to
be  the province of states (at least for nursing in NJ) and standards the
province of the organization.

I'm still bothered by IBLCEs claim to establishing the Scope.  Does anyone
know if any other certifying body promulgates the Scope?  I just don't think
it is their province.  Pat in SNJ
