The code gives obligations to various 'actors' around the globe.
Governments are one sort of actor.  Obligations are also laid on health care
workers, women's groups and companies *themselves*, irrespective of the
legislation status of the code or national codes in the countries they
operate in.

At least that is my understanding.  In the UK we have a national code.

Also, just by the way, the WHO Code was intended to be the minimum standard.
Instead we have spent 20 years struggling to come *anywhere near* this
minimum.  :-(
