eBay does have a way to complain to them directly about items that shouldn't be for sale.  Things get posted there automatically & often aren't deleted until they are reported to the powers that be at eBay.  I'm sure makeshift medical goods come under that heading.  Personally, I use eBay to feed my hunger for antique jewelry & books but have reported when I've found items for sale such as body parts & other various strange or illicit items.

As for handouts to our mothers:  both formula feeders & breastfeeding mothers get the same thing at our institution:  a diaper bag advertising our hospital, a T-shirt, pack of wet wipes & a children's book.  I believe our volunteers fund that giveaway.  And, whenever the children are brought in for their well-child visits, they are given a new book to encourage parents reading to their children & to foster a love of reading in the children.
