From presentations I have seen in recent years on this topic, of critical importance is providing space in emergency shelters for mothers and babies/children to be together, and to provide some semblance of privacy (a blanket wall is better than none) -- regardless of feeding method.  Families are scared, hungry, tired, thirsty -- perhaps injured.  The ability to console and comfort their children during a crisis was identified -- by the mothers -- as one of the few tangibles they could "control" during during the emergency.
