The problem is that there could be a situation where mom doesn't
want you to talk to the dad about her breastfeeding.  Admittedly, it
would be the exception, not the rule.  For example, she might be
calling for help on countering his negative attitude to her
nursing.  What if he was very controlling and doesn't want her
talking to anyone else about her breasts?  The point is, that
without the permission of the "patient" (or a situation where the
patient is unable to make decisions and the husband has her durable
power of attorney for health care), nothing can be shared, even with
family members.  Under HIPPA, we can't make any assumptions of who
she would not mind having information shared with.

I was asked about a HIPPA website.  I don't know of one, but it's
probably there somehwere.  I'm not sure exactly what the initials
stand for, but it may be Health Insurance Portability Protection
Act.
