Do I understand correctly that the role of IBLCE is regulatory and providing
certification?  If that is correct, I would imagine they wouldn't be very
interested in promotion of the profession.

What seems a little different to me about IBLCE is that they are an
international organization.  My other certificates and licenses are
recognized on a state level.  There might be some kind of reciprocal
agreement between states but the issuer of the license/certificate is
responsible for making sure I'm qualified and investigating claims that I am
not.  They're more a consumer protection agency.  My professional society
promotes the profession and lobbies legislators, etc.
