Here is a list that Ottawa LLLC sent to a shopping mall when they asked for
suggestions for their nursing room.  The resulting room is gorgeous, and has
5 nursing "stations".  4 are within sight of each other with waist high
dividers, and 1 is separate with a pull-around curtain.  Each station has
individually controlled lighting and music!  The other items (diaper change,
microwave, toilet) are at the entrance to the room so no one walks through
the nursing areas.  Contact me if you want nitty-gritty details.

Chairs
 rocking chairs with arms that are not too high
glider rocking chairs ($400 Cdn each)
nursing stools or foot  stools
comfortable arm chairs
loveseats (so older sibling or a friend could sit with mother to keep her
company)

Practicality
 running warm water for cleansing babies and soap for washing hands
changing table/s with disinfectant spray provided
a water fountain or better still, a water cooler for thirsty nursing mothers
electrical outlets for mothers employed at the mall who need to pump human
milk for baby at home
curtain that could be drawn across for privacy

Ambiance
 soft music
inviting and spacious
pleasant lighting rather than harsh overhead lighting
adult wallpaper or paint rather than "cutsey" kid themes
a pamphlet rack for information
one mirror so a mother could put on lipstick or comb her hair, but not
mirrors everywhere
make it look like a living room
pictures of mothers and babies, perhaps some of them nursing, or posters of
nursing babies

Accessibility
 easy to access
close to washrooms

For Older Siblings
 a bead maze or other affixed toys
toys and/or books

 Helpful Extras
 ziplock bags for disposal of diapers
nursing pillows or other cushions
disposable diaper dispensing machine or free diapers
