I'm glad nobody at my place looked in the Red Book!  Years ago when I 
researched this issue, Wisconsin statutes specified "by one hour."  But 
when I checked again recently, no time limit was specified, just that it 
needed to be done.  I was able to use the AAP Policy Statement on 
Breastfeeding that reads "Delay weighing,^ measuring, bathing, 
needle-sticks, and eye prophylaxis^ until^ after the first feeding is 
completed." to get our policy for both eye prophylaxis and vitamin K 
injection changed to "by two hours of age."  Unless of course, the 
parents are well-read, mom is confident she's free of infection, and 
they refuse.  :-)
