Per *Ky. Rev. Stat. ยง 211-755 (2006)<http://www.lrc.ky.gov/KRS/211-00/755.PDF>
* "permits a mother to breastfeed her baby or express breast milk in any
public or private location. Requires that breastfeeding may not be
considered an act of public indecency, indecent exposure, sexual conduct,
lewd touching or obscenity. Prohibits a municipality from enacting an
ordinance that prohibits or restricts breastfeeding in a public or private
place. (SB 106)"

Since BF in a public or private location is a matter of law in her state,
this dyad's civil rights have been violated. The mother in question would
probably be better served -- and get some positive publicity for BF/related
KY stats, recompense in the process and set a precedent for future BF
couplets in KY -- by filing her complaint with the KY Civil Rights
Commission, which can be done online at:
