Acupuncture has historically been helpful to bring better circulation to
hands and feet and would probably help with breasts also.  (From a
proven practitioner who is good.)

There are dietary considerations and the practitioner would probably
direct the mom to eat animal food of animals of warmer body temperature
than humans such as sheep and turkey.  All raw food would be avoided as
it has the effect of taking too much digestive fire and would pull
circulation from the extremities to digest.  I find this in winter
myself
when I cannot eat raw salad or I freeze at night, even with socks on.  I
have to eat mostly cooked food in winter or in cold climates.

One of my clients who ate only fish was told this contributed to her
Reynauds.  Warming herbs would also be prescribed that would be safe in
the breastmilk.
