The lobbyist who works with breastfeeding advocates in Louisiana is of
the opinion that the first time legislation is introduced which will
impact an industry (formula, insurance or other) that that first time has
an *educational* (rather than legislative) function.

Our lactation consultant registry bill passed the first time it was
introduced, thanks to the skillful, insightful and just plain sneaky <g>
methods our lobbyist used.  (She was sneaky, *I* think, b/c she waited
until the blustery opponent left the committee room to have a vote
called.  He returned to a done deal!  <heh, heh>)  That bill, along with
the one allowing a mother to breastfeed her child wherever she has a
legal right to be, both passed both houses with no dissenting votes.
<hooray!>

We hope to introduce legislation mandating insurance reimbursement of LC
services next spring and one of the members of the House has asked for a
study to look at the impact such a mandate would have on the insurance
industry in Louisiana.  We are hoping to be able to dispute *facts*
instead of fears.

Baby steps, baby steps.
