The Code is an international document that covers all countries. If a company violates the Code in one country then that company is not meeting its obligations under the Code--period. It does not matter if Code parameters are met in one country, as the Code remains violated in others. I am always struck by the loyalty I see to Code violating companies. Take a look at how Medela's new nipple is being marketed:

While Medela may adhere to the Code in New Zealand, it certainly does not in many other countries, making it a company who does not meet its obligations under the Code.
