Bill,

As one of the scientists formerly on the staffs of several institutions, 
I think that science staff are needed, as are designers and education 
staff.  It is a great asset to a science centre or museum, to have 
excellent design, excellent teaching and excellent science skills on 
board.  Scientists learn about learning from the education specialist 
and about presentation from the designers.  The education people learn 
science from the scientists and presentation from the designers.  And 
the  designers learn about learning and science from the others.  It 
makes for an infinitely richer learning environment than if any of these 
skills are missing - and this richness can carry straight through to the 
visitors, given good management.
