Hi Steve,
We've used Doodle for recurring activity (Explorables) sign-ups and
VolunteerSpot for those one-off and annual events where the volunteers are
not planning any additional commitment.  Many organizations with formal
volunteer departments will use Volgistics to manage background information,
tracking projects, doing relative-value calculations, etc.
SignUp Genius is a great free resource similar to VolunteerSpot and others,
where a premium can be paid to avoid advertising.  You may find also
helpful information from the Association for Museum Volunteers (aamv.org)
list-serv.
