Looking through my reference database, the topscorers that come out are the journals Journal of Research in Science Teaching and Science Education. I don't know if you are looking for more practically oriented journals, in which case those two might be too research-oriented, but they do have a lot of good papers!

Hi all,

I work as an educator at the National Radio Astronomy Observatory. We have
online access to many astronomy research journals and engineering
journals, but not to education research journals. I'd like to know your
opinion as to the most valuable research journals for informal science
education.

Maybe I can talk our librarian in to sibscribing to one or two...
