All,
I think this is an excellent and ongoing challenge which was discussed in-depth a few years ago at ASTC under the leadership of Carol Lynn Alpert - in part centered around formative and summative evaluations of the Current Science & Technology Center at the Museum of Science, Boston.  There were many good lessons learned and I would recommend (with apologies for apparent self-promotion) as background reading for the continued discussion the final evaluation report that can be found at http://informalscience.org/images/evaluation/report_224.PDF

based on current science or science research.
