Hello Jonah -

We find that most of the funders, be they NSF, NASA, NOAA, IMLS, NGO's etc, really want to facilitate you writing a good proposal.  Those funders that have some experience with solicitations will outline in the solicitation fairly explicitly  as to what they want to fund.  Having said that, I have sometimes still had questions, even after reading the advert carefully.  There is usually a contact person specified who can answer such questions for you, for that particular grant.  I have found this very useful.

So in answer to your question, yes – we do find that different funders want to fund different outreach demographics, etc.  Some want the numbers, other want specific groups or  to increase the efficacy of the outreach by focussing on small groups that an institutions might follow up with over time.
