My humble recommendation would be to try affixing a small bit of
hook-side velcro
on your basketball. Probably just a quarter inch square would do the trick.
If you can stick that to the basketball successfully (which may require
trying a few adhesives but I bet rubber cement would work well), then you
should be able to lightly stick a tennis ball to the basketball simply
enough. The ball should stay attached during free fall, then the KE of the
collision with the ground will very easily break the velcro connection and
the tennis ball will go flying!
