My parent company BWC Creative (and this isn't a promotion) does high  
end digital photo output with overlamination.  Even if you want to do  
it inhouse, you ought to consider outsourcing - the choices of  
laminates goes from 5 to 10 mil, glossy to matte and the stuff is  
very tough.  cost shouldn't be much and turn around should be fast -   
check with a local digital photo house and at least see if it won't  
meet or exceed your needs.
