We have a dig in our evolution exhibition, Charlie and Kiwi's Evolutionary Adventure and we are using a sand/wax mixture that Sean Duran (Miami Sci Museum) developed at the Academy of Sciences in Philadelphia. It is relatively hard and I think it won't work for a cart as kids work for a loooong time at it. Eric's remarks are on target. For a cart activity it would seem that given the popularity of the activity you want re move kids in and out in relatively short time so maybe the rubber would be best, for a variety of reasons. However, if it is too easy there is no challenge. 

So what are your goals? I think they will determine what you ask the kids to do and how you structure the activity. There are lots of alternatives depending upon your goals.
