Staff resources is always a problem and it need not imply bias but
realities. It seem that smaller institutions should not, as my mother used
to say to me, "have bigger eyes than their stomachs" as a strategy. That
maybe what the statement was implying though not having been in on the
discussion it is an assumption on my part.
