At the Andrew Carnegie Free Library and Music Hall (which includes a small Civil War Museum) in Carnegie, Pennsylvania, neither the Executive Director nor the Library Director are members of the Board of Trustees. Both report to the Board.

FYI -- here are links to the *original* Declaration of Trust Agreement (i.e. Library Constitution written by Andrew Carnegie) and By-Laws of the Andrew Carnegie Free Library and Music Hall. Note that there have been major revisions to both, since I left the Board in 2000.
