We're in the process of planning our first winter break week-long 
half-day camp.  We've done three years of summer camp, which has been 
pretty successful.  This year on our summer camp evaluation, we asked 
families if they would be interested in school vacation camps and if so 
which vacations.  Winter (February) break was the overwhelming favorite 
and second to that were one-day holidays like MLK and president's day.  
Spring break was at the bottom of the list.  So you may want to check if 
you have enough participants to make it cost effective before you commit.

Although I can't speak for a week-long camp since this is our first one, 
we have done a number of one-day workshops, and I would definitely 
recommend having a pre-registration and taking a deposit or even the 
full fee.  In my experience people may sign up for workshops and forget 
them or decide they don't want to get out of their pajamas on a day 
off.  If they have paid, even if its a small amount, they won't forget.

One more thing to think about is the timing.  We start camp at 8:30, 
even though the museum opens at 10, because parents don't seem to mind a 
half-day, but most do not want to have to both go in to work late and 
leave early because camp cuts a chunk out of the middle of the day.
