A source you may want to check out for non-staining ferrofluid suspension is CZ Ferro (Concept Zero).  They make a suspension liquid they call "Gen4 suspension liquid" - you can contact them for ordering at: http://www.czferro.com/CALL_ME_NOW.html
The precise formula they use is proprietary.

The NISE Network has an interactive ferrofluid exhibit in the Nano mini-exhibition using the CZ Ferro suspension.
