I used to make holograms and the old rule of thumb for red HeNe lasers was 1mw was fairly safe, 5mw was approaching hazardous and 10mw was when you were always careful. Now these pointers are starting at 10mw if not a great deal more. Apparently many are more powerful than the spec suggests.
