In order to generate lift you need laminar (non-turbulent) air flow.  Fans throw off turbulent air currents, so need to be passed through some sort of egg crate structure to flatten out the eddies.  California Science Center has a display where visitors strap on wings in a wind tunnel, so might be worth checking with them on their experience.   Chuck
