There's an interesting article in the recent Nature that highlights some of issues associated with NSF research grants and the requirements for public education. These requirements tend to be arbitrarily formulated and unclear in their implementation, certainly a work in progress; it's experimental in nature. It's definitely worth a read. It highlights the public need and ultimately smaller resource pool.
