I would advise looking at the variety of PhD programs you will find under the rubric of STS -- Science & Technology Studies or Science, Technology, and Society.  Some of the best known of these are at MIT, RPI, Cornell....and even Berkeley.  These are typically very flexible, and the right one for you would have environmental science participants.
