Liz,

How long do you imagine the experience being?  3, 5, 20 minutes?  Is this a facilitated activity? Sand or dirt will migrate out of the cart and depending on where it sits that can be a problem. Plaster is better at simulating rock but the dust is very problematic.  Some folks have used the smaller rubber granules sold for playground surfacing.  It can be cleaned and is not as big an issue when it spills out. In the dig visitors would need space to move the material to as they uncover what is beneath so the layout will need to be designed with that in mind.

And if you want to use real tools think about how else those tools might be used.  Brushes and wooden scrapers are one thing but steel trowels and picks are another.
