I believe Ithaca sciencenter has/had a craft space that was unfacilitated. Also there have been limited exhibit engineering activities that have maker elements that were unfacilitated...such as create an alarm clock, create paper airplanes, or slow fallers/floaters etc.

I don't think there is a bright line between maker activities and crafts/building/ circuit building/testing types of activities that have have been done unfacilitated. I suspect that the unfacilitated spaces won't feel like what most people think of as maker spaces, so your client is probably asking for something that isn't really do able. For a change.
