It's a statistical sampling error created by a non-representative allocation of House seats, and some creative district  boundary making.  This last happened during the Reconstruction period after the Civil War.  The effects are most clearly manifest by primary elections being more important than the contest between opposing parties.  That's a reason, we have a Democrat Pres. and Republican House.
