Barbara's question brings up a more general issue that several of the responses have already touched upon, which is that we as a field often use the term "community engagement" or "public engagement" to describe a number of different although interconnected ideas. In an effort to specify what these efforts actually mean and how they can complement one another, Bruce Lewenstein from Cornell has created a great page about "Public Engagement with Science" on the CAISE ISE Evidence wiki:

You'll see that he identifies four primary flavors of public engagement:
educational engagement, participatory democracy, public participation in scientific research (aka citizen science), and institutional engagement.
ASTC has recently launched a community of practice on public engagement with science (PES), which focuses largely on the idea of convening multidirectional conversations amongst and between scientists, diverse publics, and community stakeholders (which sort of fits into the "participatory democracy" flavor but can include elements of the others as
well. This community has been holding a number of webinars over the last
year or so and you can see archives of that here:
