It is clear that we all like the goals of ROPA and SOPA, but it is also clear
that they cannot achieve those goals unless everyone is a member.  It is
certainly clear that this will never happen.  We must concentrate our efforts on
 
those local SHPOs and such to ensure ethics in archaeology.  We have a much
better chance at achieving our goals in many small steps rather than in one
large one.
