stupid here deleted a message by mistake - i think it was part of the digging
for dough line, but might have been something else - basically pointing out that
excavation firms had to publish reports (money held back until done so) but that
government offices often used funds earmarked for report writing to do the
excavation instead - ring a bell? could someone either send me a copy or could
the originator send the original off-list... (plus can i quote that as a
"personal communication")?
