Hate to be simplistic, and I realize the date may be a poor match, but doesn't look like a ferrous stock buckle?

 Has anyone seen anything like this?

It appears to be a faster of some kind.  The lateral tines swing on a vertical post and have become rusted to the frame on the opposite side.  It is from a burial tentatively dated to the early 19th century.
