I would advise folks to not approach people who are participating in illegal activities. This is one of the first things taught in federal ARPA training. You never know who you're dealing with; they could have the mindset of "this is my heritage, so I can do whatever I want" and be very confrontational. I would propose observing the action from a distance, take pictures/video with phone, etc., note the time, then call authorities. You also don't have to wait until they find artifacts; in this case, just using a metal detector on city property was a crime.
