I've found Soluvar in a variety of artist supply stores. I don't
think that it would be hard to find. The cost is reasonable, about $30
buys a large container (sorry I can't be more specific about volume) and
it goes a long way.
 
The problem I see with the plastic bags is the risk of separating the
artifact from the label. Also are these archival bags or grocery store
baggies? It seems that the bags need to have a secure closure (like
"zip-lock" bags) to keep things from falling out.
