You might research fire insurance companies for info on equipment and water  
source construction. They ran fire fighting operations well into the 20th  
century.
 
Just in case someone has been camping on Mars for the past week, there are  
300,000 evacuees camping at Qualcomm Stadium, Del Mar Fair Grounds, and 
churches  and schools all over this county. At least 1,000 houses have burned, about 
250  commercial structures burned, and entire towns of Ramona, Lakeside, 
Julian,  Santa Ysabel, Pine Valley, Guatay, and much of Poway, Chula Vista, and 
eastern  San Diego are evacuated. Nearly all the highways and most of the 
Interstate  freeways have been shut down for emergency service vehicles. Inspite of 
all  this, only 1 person died and 24 have been injured, but a fire truck was  
overwhelmed in a fire storm and two fire fighters are in a coma. Just about  
everyone I know has been touched by this crisis. To cut the red tape, the  
Department of Defense has called San Diego a training exercise and Air National  
Guard and Navy fire fighting helicopters and C-130 air tankers are being rushed  
to the fire lines. We are at about 200,000 acres of forest and brush lands  
burning completely out of control right now. The evacuation has never been on  
this scale, and yet it stands in stark contrast to the panic and loss of 
control  in New Orleans. Public outpouring of food, medicine, cots, blankets, and 
medical  help has been just phenomenal.
