From what I have learned in my archaeology classes in the United States
contract archaeology arose from environmental legislation requiring the
archeological evaluation and even excavation of sites that may be
threatened by construction and other forms of development.  A fact from
one of my books is an estimated 40 percent of all archeologist in the
United States now fill such positions (Jurmain, Robert, Kilgore, Lynn,
Nelson, Harry, and Trevathan, Wenda 1997 Introduction to Physical
Anthropology: 9.  United States: Wadsworth Publishing Company.)
