Well, you could try living in Cheshire.  The Cheshire public library
service has a license which allows all library members to access Grove
from their home computer, just by entering their membership number.
Entirely without charge.  One can do the same with the Oxford English
Dictionary and various other works of reference.  But I believe this
not an uncommon arrangement throughout the UK.
