The rule is AFAIK, if it is in a group of quavers, the first one in the
group dictates which way the rest go, so if you had a group of 4 quavers
C,B,A,G, they would all point downward.  If it is on its own, it is up to
you, just try to make it look neat.  So if you had C,B,C crotchets you
obviously would have them all pointing downward.

Of course, nobody obeys these rules if they don't want to.
