Not all.  In Wisconsin there are separate public radio networks for
classical music/news and for talk, and it is possible for listeners to
contribute to either.  The classical music network, with stations around
the state, still broadcasts classical music seventeen hours a day during
the week, though less on weekends.  (They do also have Morning Edition,
All Things Considered and Fresh Air, and only some of the weekend
broadcasting is classical.) In Michigan, Blue Lake Public Radio, which
I can hear all the way across Lake Michigan, is alive and well, and I
find their programming more interesting and adventuresome than WPR's.
