Sure seems to be.  In fact, I'm mildly surprised there are any NPR
CM stations left at this point.  If there are, they are definitely
special cases, due to unique circumstances in their locations, and
probably won't last long.  (Eventually, the only ones will probably be
university-affliated ones and others which are relatively well insulated
from ratings pressures.)
