Some sources that might be useful to you are:

   Music and Musical Life In Soviet Russia (1983 ed.) by Boris
   Schwarz ISBN:0253339561 (This is a standard reference work.)

   St. Petersburg: A Cultural History by Solomon Volkov ISBN: 0684832968

I would suggest that you might find that differences in symbols, themes,
points of view manifest themselves less in composition or pedagogy than
in performance aspects of music.  Competition between the Bolshoi and
the Kirov in Soviet times might be such an example.
