With no hesitation, I'd say its impossible to only recomend one, because;
besides being a living one as Dave put down as a minimum criteria, the
diversity of musical styles are aboundant. Hence I'll give five names of
living composers that I belive is the most interesting today:

Sofia Gubajdulina (Soviet/Germany) - the Cd on Naxos with Maria Kliegel
is a good starting point, then I recomend looking for works like: 'Und:
Das fest ist im vollen Gang' (a cello concerto), 'Offertorium' (violin
concerto), 'Symphony in twelve movements' and 'Jezt immer schnee'
("Cantata" with texts by Gennadij Ajgi).

Mauricio Kagel (Argentina/Germany) - There is a very varied Chamber music
CD on Disques Montaigne (Auvidis) and on in DGG's 20/21 series, You should
also look for soem of his EAM (Electro-Acoustic Music) pices, fx.  'Nah und
Fern' also on Disques Montaigne.

Luciano Berio (Italy/Italy) - a good strting point is his 'Sinfonia', fx.
on Erato conducted by Boulez, His many 'Sequenzas' for solo istruments, the
"complete" set in DGG 20/21 series, and by all means You should not miss
out on his fabulous EAM pieces, like 'Visaggio' on Richordi/BMG.

Peter Eotvos (umlauted o's/Hungary) - In his spare time I'd say he is
the best conductor of contemporary music, his credo is to never conduct
anything older that 100 years. His opera 'Three sisters" is out on DGG
20/21, the cimbalon concerto 'Psycho Cosmos' is an intreguing work, his
'zeroPoints' will probobly be released by the Hungarian label BMC later

Galina Ustvolskaya (Russia) - I'm totaly stunned by the share forcefullness
of her music, I recomend the "complete" series of her music om the Belgian
label MegaDisc, a good starting point is her three 'Compositions' from the
begining of the 1970'ties, try the Schonberg ensemble on Phillips.
