'fraid so...

To be precise:  the thematic material is derived from a 12-tone series,
however, to quote the New Grove "Some episode in the Violin Concerto are
both tonal and serial, some are tonal but not serial, some are serial but
not tonal, and still eithers are neither tonal nor consistently serial."
