Yes, It was the mexican composer Manuel Maria Ponce Cuellar, who composed
that beatiful song, but, by the way.  Haven't you noticed the similarity
beetwen "Estrellita" and "When you wish upon a star" from Disney's
PINOCCHIO?.  Could it be? What do you think?
