I was under the assumption that public broadcasting has a tax exempt
status because it is supposed to fill a gap in what is offered in
broadcasting.

I believe that public broadcasting should fill in the gap, by addressing
those areas not covered by commercial broadcasting.

Not quite sure I understand what you mean by musically inclinded, but
I don't see that one needs to be musically inclined to appreciate and
value art music. Does one need to be a painter to appreciate a painting?

While I do know of those stations that do still support classical
broadcasitng, I too am not surprised that many do not...

One could reason that the attempt to maximize listernship through the
watering down of content, contributes to the lack of appreciation for
the art of music.
