Apparently out of frustration caused by the lack of a choir in London
good enough to record (in Legge's opinion).  This is why the
Karajan/Philharmonia Beethoven 9 was recorded in Vienna.

The first choirmaster, Wilhelm Pitz, was headhunted by Legge.
